Labor TV?

I recently had my cable service "upgraded" to include another 100 or so channels of (mostly) absolute dreck.  Got me to thinking about the idea of a national labor channel, which I think has been floated by the ILCA in the past but never taken up by any big unions or labor bodies, as far as I know.

I'm sure the money involved in setting such a thing up would be substantial.  But there are a lot of members and potential members out there who spend more time in front of the boob tube than on the internet.

Does anybody know of attempts in other countries to set up a labor TV network and persuade/coerce the cable providers to make it available to their subscribers?

LabourStart has taken one step forward with their "LaborStart TV" service at http://www.labourstart.org/tv/ .  I bet there's software out there that could take their list of links and create a more user-friendly interface a la YouTube.
